Born in Ankara, Turkey, Dr. Hatiboglu spent the early part of her life in Istanbul, where she earned a law degree from the Faculty of Law at the Istanbul University and a PhD in Banking & Insurance from Marmara University in Istanbul. She began teaching Turkish at the University of Pennsylvania in 2005. The Turkish Language Program quickly became a successful multi-level language program, with offerings in Elementary, Intermediate, Advanced, and Ottoman Turkish in the Department of Middle Eastern Languages and Cultures; and Turkish Cinema in the Penn Language Center.

Dr. Hatiboglu is dedicated to teaching a fast-paced language program and has been instrumental in teaching Turkish online. She is an active member, and the Treasurer, of the American Association of Teachers of Turkic Languages (AATT) and the American Research Institute in Turket (ARIT).

She holds Oral Proficiency Interview and Writing Proficiency Test certifications for Turkish from the American Council on the Teaching of Foreign Languages (ACTFL) and is an active consultant to the American Councils in International Education in developing Turkish language testing programs.
